KOTA KINABALU: Sabah Progressive Party (SAPP) secretary general Datuk Richard Yong has challenged Industrial Development Minister Datuk Raymond to provide a solution to the issue of cabotage policy which is impeding the industrial development in Sabah.
Its secretary general, Datuk Richard Yong, said the cabotage policy responsible for the higher shipping cost resulting in the higher material cost had taken away the competitive edge of Sabah and hampering the development of industries in Sabah.
According to The Federation of Sabah Manufacturers (FSM), he said factories in Sabah have no choice but to relocate to elsewhere due to high cost of production brought about by the unfavorable cabotage policy.
Richard pointed out that Transport Minister Dato Seri Kong Cho Ha's response denying the cabotage policy is the main cause of high cost of materials showed that the Barisan Nasional Federal Government is not prepared to abolish this policy which works to the disadvantage of Sabah.
“As a Minister of Industrial Development for Sabah, Datuk Raymond Tan has the responsibility to exlplain to the people on how he proposes to counter the ill effect of the cabotage policy since the duty of his ministry is to attract investors to Sabah, especially to the Kota Kinabalu Industrial Park (KKIP). What had he done to resolve the problem of high production cost faced by the Sabah factories? "
Richard stressed that the original intention of the KKIP is to attract local entrepreneurs and foreign investors to set up factories in Sabah and to create job opportunities for our youth.
"Thirty-two years of protection and privileges given by the federal government to the few shipping companies is really long enough! It is time to look at the development of Malaysia fairly although we are divided by the South China Sea!" he said.
Richard added Raymond should buckle up as the ministurin charge of industrial development. He must not deviate from industrial development to housing development by allocating large chunk of land in the KKIP area for housing development instead of factories.

ReplyDeleteThe claim that only certain shipping companies are allowed to transport transit containers between Sabah and Peninsular Malaysia is also untrue as the Ministry of Transport never gave special permission or specified only certain shipping companies could provide container services in Malaysia.
ReplyDeleteApart from that, the government had already liberalised the Cabotage policy for the transportation of containerised transhipment cargo between Port Kelang and Port of Tanjung Pelepas and Sepangar Port on June 3, 2009. This means that foreign ships are free to transport transit containers from main vessels that berth in Peninsular direct to Sabah.
ReplyDeleteIn conclusion, any decision to import or export a container direct to or from Sabah is an independent business decision made by shipping company concerned. It has no direct connection with any policy or limitation set by the government.
ReplyDeleteThe increase of prices of raw material is not just a local matter but rather a global phenomena. With an improving economy, there is more manufacturing and an increased demand for the raw components of composites. At the same time, supply is limited and any excess supply inventory disappears. Simple supply and demand economics lead to higher prices.
ReplyDeleteGrowing economies around the world are both increasing in composite manufacturing, and they are consuming more products made with composites. In both cases, the global demand for composite material can lead to increased pricing pressure.
ReplyDeleteSepatutnya SAPP turut mencari jalan penyelesaian bukannya mencabar kerajaan untuk mencari jalan penyelesaian bagi isu cabotage policy.
ReplyDeleteSebenarnya SAPP pun tiada cara untuk menyelesaikan isu tu dan tiada cadangan. Sebab tu SAPP cabar Raymond untuk memainkan gimik politik SAPP.
DeleteSAPP hanya mengunakan isu ini untuk kepentingan politik mereka.
DeleteKerajaan Persekutuan juga telah maklum akan hal itu dan berjanji akan mengkaji semula polisi tu untuk kebaikan Sabah.
